In the crime thriller film Broken City, Billy Taggart, a former detective, is acquitted for the murder of a rapist due to missing evidence. Seven years later, Billy is now a private detective living with his girlfriend, Natalie, and struggling to pay the debts of their failing business. In the midst of an upcoming mayoral election, Billy is contacted by Mayor Nicholas Hostetler to investigate his wife, Cathleen, whom he suspects of having an affair.
As Billy begins his investigation, he discovers that Cathleen is meeting with Paul Andrews, the campaign coordinator for Jack Valliant, Hostetler's political opponent in the election. However, when Paul is found dead, Billy realizes that he has been manipulated by Hostetler and vows to uncover the truth behind Paul's murder.
